What Do We Do Now?

Maintain and update the District Plan, monitor and report on the environment. Processes and monitor consents. 

Make submissions on regional planning etc, such as air quality, pest management for animals and plants, water quality etc.

Input into Land Information Memorandums and Project Information Memorandums.

Advise organizations and individuals on Resource Management matters and enforces environment compliance.

Enforce the renovation or removal, of dilapidated buildings.

Provide and maintain a thoroughly consulted and operative District Plan.

Provide a strategic planning facility for District Council operations.

Co-ordinate appropriate and comprehensive Council approaches to new challenges.

Ensure that planning acknowledges ‘significant’ rural community centres

Tasks
  • Tasks are the routine matters that Council will attend to every year, in order to maintain service levels set in agreement with our community.
  • Promote the use, development and protection of natural and physical resources to enable the community to provide for social, economic and cultural wellbeing.
  • Sustain the potential of natural and physical resources to meet reasonably foreseeable needs of future generations.
  • Safeguard the life-supporting capacity of air, water, soil and ecosystems, and avoid, remedy or mitigate any adverse affects on the environment.
  • Provide strategic planning to predict growth, envision and provide appropriate locations for future land uses, including future Council infrastructure.
  • Maintain and apply an effective and appropriate District Plan and its zoning requirements.
  • Respond to complaints about building repair, derelict vehicles and other offensive items.
  • Operate the Resource Management Act (RMA) processes as required by  legislation.
  • Identify the District resource management issues and promote policies and methods to manage, enhance or protect the environment.
  • Ensure a user friendly regulatory environment exists for business while safeguarding the natural and physical environment.
  • Provide strategic direction through concept development planning and design standards.
  • Coordinate an appropriate and comprehensive Council approach to new challenges.
  • Provide strategic planning for District Council operations.
  • Interact with ECan and other authorities on local water allocation and water usage controls.
  • Meet regularly with the community panel to achieve a good understanding of community views.
  • Provide transparent and complete funding policies for public review.
  • Manage Council Land including creating subdivisions where needed

Why Do We Do It?

Statutory obligations under the Resource Management Act which relates to the use of land, air and water.   The purpose of the Act is to promote the sustainable management of natural and physical resources.   The Council is also required to prepare and maintain a District Plan in order to identify the resource management issues within the District and promote the purpose and principles of the Act.

In order to allow a vision of the future to be perceived and contributed to by Staff, Councillors and Community.

In order to focus Council resources effectively to meet challenges for the benefit of the community.

Our Service Levels

Maintain an operative District Plan.

Produce one additional chapter of Council’s Annual Environment Report.

All consent applications determined within legislative timeframes or better.

Process all non-notified resource consents within 20 working days.

Publicly notify all notified resource consents within 10 working days.

To respond to external challenges in a timely manner to enable submissions, lobbying and informed decision making.

To provide a full and comprehensive suite of Council policies, including development contributions and community consultation policies, for inclusion in LTCCP 2005/06.
