Council Meetings

The Waimate District Council holds its Ordinary Meetings on the third Tuesday of every month in the Local Government Centre, Waimate. The meeting commences at 8.30 am.

Committee Meetings

Adhoc Committees of Council meet as business requires.

Recommendations for annual budget and water charges are to be received by Council prior to the end of January.

No business shall be transacted by the committee of any meetings unless a quorum of half the members is present.

Minutes of the proceedings of the committee shall be kept and such minutes duly entered and authenticated, shall be prima facie evidence of these proceedings.

The minutes and proceedings of every meeting shall be circulated to Council.

All meetings shall be subject to Council’s Standing Orders.

Committees of Council

The current Council Committees are listed below with their functionalities. All have power to act.

Liquor Licencing Sub-Committee

Responsible under delegated authority for the granting of special licences, renewal of on and off licences, managers' certificates and temporary authorities, pursuant to the Sale of Liquor Act, 1989.

Waimate District Council Sports Fund Committee

To be responsible for the distribution of funds from grant and loan schemes administered by SPARC Sport Fund.

Creative New Zealand Arts Committee

To be responsible for the distribution of funds from the grants scheme administered by Creative New Zealand.

Hunter Recreation Reserve Committee

To be responsible for the management of the Hunter Recreation Reserve for the benefit of the public, with special consideration for the needs of the local community.

St Andrews Recreation Reserve Committee

To be responsible for the management of the St Andrews Recreation Reserve for the benefit of the public, with special consideration for the needs of the local community, and to advise Council on matters relating to the St Andrews township.

Waihaorunga Recreation Reserve Committee

To be responsible for the management of the Waihaorunga Recreation Reserve for the benefit of the public, with special consideration for the needs of the local community.

Glenavy Recreation Reserve Committee

To be responsible for the management of the Glenavy Recreation Reserve for the benefit of the public, with special consideration for the needs of the local community.

Morven Recreation Reserve Committee

To be responsible for the management of the Morven Recreation Reserve for the benefit of the public, with special consideration for the needs of the local community.

Elephant Hill Drainage Committee

To be responsible for the management of the Elephant Hill River cut, formerly under the control of the Elephant Hill River Board.

Alpine Energy Sub-Committee

To monitor the operation of Alpine Energy Ltd to ensure that the ratepayers’ investment in this Company is managed in a satisfactory and competent manner.

Pro-Ject Waimate Liaison Sub-Committee

To liaise with Pro-Ject Waimate on their plans for the promotion of Queen Street, Waimate, to ensure compatibility with Council activities.

Rural Water Supply Committees

Committee Objective

To represent the needs and aspirations of the consumers in the provision of an adequate and wholesome water supply.

Committee Scope of Activity

To review annual estimates and recommend budgets and water charges to Council.
To review Council policy with regard to rural water schemes and make recommendations to Council.
To review scheme maintenance, development and major capital works projects.
To represent consumers’ concerns.
To act as a link between Council and scheme consumers.
Be aware of By-law requirements.
Assist Council providing information for By-law enforcement.
To recommend approval of expenditure required for unforeseen circumstances additional to annual budget.

Membership of Committee

Minimum of four members elected at a triennial General Meeting of water scheme consumers.

Maximum of two Councillor representatives appointed by Council.

Election of Committee

A triennial General Meeting will be held every three years, no more than 2 months following Local Government elections. This meeting is to be publicly notified inviting relevant water scheme consumers to attend.

All water scheme consumers on the District electoral roll have voting rights at the triennial General Meeting.

Council to be advised of elected committee for formal appointment to the scheme committee.

Chairperson and Secretary to be elected at the triennial General Meeting by the new elected committee.

Power of Council to Disband Committee

Council may disband a committee in the following ways:

By mutual agreement
By the Council giving one month’s notice in writing provided that one or more of the following events has occurred.
The inability of the consumers of the water scheme to elect or otherwise form a water committee.
Deviation by the committee from the Terms of Reference.
A vote of no confidence in the committee passed at a public meeting of consumers.
