The functions of Waimate District Council are paid for by your rates as follows:
Land used for other than electricity generation, charges based on capital value. Rates collected used for that portion of the Council services of public accountability, community services and amenities (except public toilets and library), civil defence, rural fire protection, cemetery, regulatory services, promotions, roading, forestry establishment, economic development and airport, attributed to the District as a whole as per Council’s Funding Policy.

Land used for electricity generation, charge based on capital value. Rates collected are used towards funding of Waitaki Lakes camping grounds.

Three different levels of rate, Waimate Ward, former Deep Creek Ward and all other areas of the Waimate District to pay for the Council services of community grants, solid waste disposal, library, parks, parks and reserves, public toilets and swimming pool.

Is charged to each rateable property to which a sewer is or can be (a lesser charge) connected. Additional charges for properties with more than two toilets. To pay for the Waimate Sewerage Scheme.

Charged to properties with a building erected on them and within the Council’s collection route (except Hakataramea) to pay for collection costs.

Charged to properties connected (or for urban properties if capable of being connected) to a WDC water scheme. Waimate urban water scheme, a charge per each separately occupied property or portion of property, (a lesser charge for properties capable of connection but not connected) an additional charge by water meter for properties with extra-ordinary water usage, Rural water schemes (except Downlands) are charged per litreage capable of being supplied. Downlands Water scheme (administered by Timaru District Council) has separate charges for urban domestic, school, extra-ordinary usage, rural service, rural usage, to pay for water scheme costs.

Are charged to each dwelling within a community centre district, to pay for costs of the community centre.

Charged to properties within the Elephant Hill River District according to Class A (more flood prone), Class B (less flood prone) to pay for drainage costs within the Elephant Hill River District.

Ratepayers may inspect Council’s RID at Council’s offices, Local Government Centre, Queen Street, Waimate during office hours.
A computer terminal is available for public access, free of charge, although a small charge may be made if printouts are required.
Objection
Ratepayers may object to any of the information included in the RID and Rates Record using the provisions of S29 of the Local Government (Rating) Act 2002.

Penalty Current Rates
A penalty of 10% will be added to each instalment or any portion of it not paid on or before the due date.
Additional charges
An additional penalty charge of 10% will be incurred on rates remaining unpaid as at the following 1st January, and further charges of 10% will be incurred at six monthly intervals thereafter on the balance of rates owing from pervious rating years.

Penalties on rates do not attract GST due to a ruling by the Inland Revenue Department. For this reason, all rates are GST inclusive except for penalties applied.
Only monies actually received in the offices of the Waimate District Council by 4.30pm will be accepted as paid by the due date. Late payment of this invoice due to delays in the mail service are not the responsibility of the Council.

If you have sold your property and the invoice is still in your name, it would indicate that the Notice of Sale has not been received by Council. It is the responsibility of YOUR solicitor to ensure that notice of sale is given and you should contact him immediately. Payment of this year’s rates is your responsibility although you may be entitled to reimbursement from the new owner for his period of occupation.

Rates are a charge on the land, therefore for the payment of arrears of rates transfers to the new owner of the property. If you have recently purchased this property and arrears appear on the rates invoice even if your feel they are the responsibility of the previous owner, it is very much in your interest to ensure they are paid immediately. Please either contact the previous owner or advise your solicitor.

The Rates Rebate scheme will continue to run in the 2007/08 rating year. A new application must be placed each rating year, so those people who were eligible last year must apply again this year even if their financial situation has not changed.
The Rates Rebate Scheme benefits people who pay rates for the home in which they live, and whose incomes are low. People who are eligible for a Rates Rebate will have the Rebate credited to their rates account.
In Order to claim a Rates Rebate:
· You must pay rates for the home you live in.
· The address you pay rates on must principally be your home
· You must declare your income received for the last financial year (if living with a partner or joint home owner their income must be included).
The amount of Rebate that you receive depends on your total income, how much your rates are and whether you have any dependants. If your income is just over $20,000 threshold, please apply as you may be eligible. For example a couple where both partners are receiving New Zealand Superannuation ($25,278 approx) and have rates of $1,400, could possibly receive a rebate of $167.

Environment Canterbury rates are no longer collected by Waimate District Council, and therefore do not appear on your tax invoice.
