Waimate Event Centre Additional Capital Spends Investigation

The Council has reviewed the Internal Investigation report into the two items of unbudgeted expenditure at the new Waimate Event Centre for:-

1. Upgraded flooring ($60,000); and
2. Addition of the mezzanine floor ($17,123)

following Council’s Resolution “That the additional retrospective capital spends on the Upgraded Flooring of $60,000 and the Additional Office on the mezzanine floor of $17,123 lie on the table pending an investigation” taken at the Ordinary meeting of Council held on 6 December 2016.

The investigation has identified weaknesses in procedure and processes that Council adopted for unbudgeted expenditure for this project. The findings of the report have been presented to the Chief Executive to implement; and where necessary, make improvements to Council’s other administrative policy and processes as outlined in the Audit and Risk Management Committee’s recommendations.

The report noted no individual was to blame for the identified weaknesses of Council policy and procedure.

Council unanimously agreed that the decision to withhold reporting of the Unbudgeted Expenditure items was made in error and should have been reported to the full Council as the expenditure for these items arose.

Council has approved the additional retrospective capital spends on the upgraded flooring of $60,000 and the additional office on the mezzanine floor of $17,123 at the Waimate Event Centre.

It was also agreed that the Internal Audit and Risk Management Committee’s report is passed on to Council’s auditors to enable them to review, including the retrospective payments made in regards to the Waimate Event Centre, when they carry out their annual audit this year.

The report also commented that “The new Waimate Event Centre is a fantastic new facility that will serve the Waimate District for many years to come”.
