Talks Continue on South Canterbury-North Otago Unitary Authority

Waimate District Council has agreed to continue working with Timaru, Mackenzie, and Waitaki District Councils to explore the potential establishment of a South Canterbury-North Otago unitary authority and to lodge an outline proposal under the Government’s Head Start pathway. Council also agreed to keep the option open for Ashburton District Council to join the process.

The decision does not commit Council to amalgamation or any final governance structure. Instead, it ensures Council remains actively involved in exploring potential future arrangements and advocating for the Waimate District’s interests as the local government reform programme progresses.

The decision followed consideration of a report at the Ordinary Council Meeting on 21 July 2026, where Councillors were asked to choose between continuing discussions with neighbouring councils through the Head Start pathway or defaulting to the Government’s proposed Backstop process.

Council’s decision was about keeping options open while gathering more information.

“Nothing is definite yet. No agreement has been reached on a final proposal or governance structure, and there is still a great deal of work to do before final decisions are made,” says Mayor Craig Rowley.

Keeping the option open for Ashburton District Council recognises that a larger grouping could offer greater scale, a larger rating base and stronger regional capability. However, the decision to join a South Canterbury-North Otago unitary authority lies with Ashburton District Council.

“By remaining involved in the process, we can help shape any future arrangements and ensure the district’s voice is heard every step of the way,” says Mayor Rowley.

Council will submit a joint outline proposal with the neighbouring councils before the Government’s 9 August deadline.
