Council Amalgamation Update: 6 August 2026

There has been significant activity since the last update, with councils continuing discussions on the Head Start pathway.

On 29 July, elected members, mayors and chief executives from Ashburton, Mackenzie, Timaru, Waimate and Waitaki District Councils met at Fraser Park to discuss a potential joint Head Start proposal and regional collaboration.

The discussion focused on identifying shared interests, the opportunities and challenges facing the region, and how a proposal could reflect local priorities while delivering long-term benefits for communities.

Participants agreed that any proposal would need careful consideration, supported by robust discussion, careful analysis and a clear understanding of the potential opportunities and implications for communities.

Extraordinary Council Meeting

At an Extraordinary Council Meeting held on 5 August, Council considered the first draft of a South Canterbury/North Otago Head Start outline proposal. Unfortunately, the document was received later than expected, leaving limited time for elected members to review it before the meeting. This reflected the compressed timeframes councils are working within to meet the Government’s 9 August deadline.

Remaining involved in the Head Start pathway was seen as the best way for Council to advocate for its local voice, service levels, rural communities and district interests. The outline document is intended to keep the process moving and allow further work to take place if the Government accepts the proposal for detailed design.

Councillors raised concerns about the need for a shorter, clearer document focused on what the Government has asked councils to provide and should not predetermine the detailed design phase.

Council authorised the Mayor and Chief Executive to review, finalise and sign the proposal on its behalf before it is submitted on 9 August. Elected members will be kept informed throughout this process.

Ashburton District Council has since confirmed it will not submit an outline proposal under the Head Start pathway, although it will continue exploring options for local government reform outside the Head Start process.

What’s next

The Mayor and Chief Executive will work through the revised proposal with the other participating councils ahead of the 9 August deadline. The final proposal will be published on Council’s website on 10 August.
