Options to be considered
At its meeting on Tuesday 21 July 2026, Council will consider a report on the Government’s Simplifying Local Government Head Start pathway. The report asks Council to consider two options:
- Continue working with Timaru, Mackenzie and Waitaki District Councils to explore the establishment of a new South Canterbury and North Otago unitary authority and submit an outline proposal under the Government’s Head Start pathway, while keeping open the option for Ashburton District Council to join if it chooses.
- Choose not to submit an outline proposal through the Head Start pathway and default to the Government’s Backstop process.
Option 1 is not a final decision to amalgamate. Discussions are still at an early stage, and no final structure or proposal has been agreed. This option would allow Council to stay involved in discussions, advocate for Waimate District’s interests, and help shape the proposal before more detailed work and public consultation take place.
Option 2 would mean Waimate District Council continues as it is for now. Government has indicated that councils not included in a successful Head Start proposal would enter the Backstop process after the 2028 local elections. The details of that process have not yet been confirmed, but there may be fewer opportunities for local input.
